analog input with Pseudo Ground

Hi,

I am trying to get a reading from ultrasonic level sensor which is having a 4-20 ma Hart Output.
while i digging the net to know how to do it.
i came across the IC RCV420.
when i gone through this single supply version
i get struck in this Pseudo Ground.. I have no idea what it is.

is it ok to connect the analog input to the 0 to 5 volts meter output? and connect the pseudo ground to the reference ground?

figure1 in the datasheet is attached.

If it is okay to connect the sensor ground to the Arduino GND, then you only need a resistor for the 4...20mA and a protection resistor to an analog input.
