Since your torque is a function of the rotation speed, are you looking for the locked torque while the device it trying to move, or the torque at some greater than zero speed?

The locked torque is easy. A spring scale and a lever arm connected to the rotating part of the tool. The hard part is keeping the tool from rotating. The rotational torque is what ever you are willing to pay. What have you found with a digital output?

There is the forum search capability. Not many people interested on torque measurements.

If relative measurements are acceptable, you could use a DC motor as a generator and load it with resistors (for different speeds) and measure the current.

I'd say there are a few who'd become interested if there was potential for a good argument to be had.

Oh, there is always a reason for a good argument. The major problem is: if one had a torque measuring system, it would be used once and then put away forever. The OP just wants one to evaluate a set of tools and nothing more. Torque measuring needs an industrial use that is always part of the mach…
