Arduino for monitoring chlorophyll a as an early indicator of harmful algal blooms

I am currently working on a group research project that is a requirement for our graduation. Our study focuses on developing a smart buoy designed to monitor chlorophyll-a levels in water as an early indicator of potential harmful algal blooms. I came across a related concept using fluorometry while researching and would appreciate a second opinion or any additional ideas on how it can be done. The problem with anything in contact with water is that animal and plant life will grow on it.
How you keep it clean is a mechanical engineering problem.

A quick glance at the linked information shows it does not and cannot detect toxic algal blooms. I detects ANY chlorophyll in fresh water. You will need something entirely devoted to just toxic algal.

In the early 2000s, ScanEagle (before Boeing purchased all rights and sent it to war) was using cameras to track red tide in the Pacific North East (as well as tuna). A search on "uav algae bloom" will show that aerial photography showing encroaching "greening" of waterways is a supplemental indicator for needed hands-on testing.
