Arduino "stopped" showing up via USB, No COM Port

When I plug in my arduino to my PC, nothing happens and get no COM Port. It use to work fine. I'm pretty sure I screwed something when plugging in my shield. However, I have determined my arduino functions just fine. I replaced the atmega with another that had the Blink sketch loaded, I could clearly see the LED blinking on and off as intended.

Is there some other way for me to program this board? External programming possibly? Could I replace the USB chip? Which chip on the board is responsible for USB2Serial? Any help is appreciated as I fried two UNO's before I realized my project was the problem and would hate to toss these otherwise working boards. TIA.

hit the reset button and unplug and plug it back in a few times, happens all the time with windows 8.1 for whatever reason.
