my cnc shield connected to arduino uno is showing 0.6 v as input voltage while i m using 12VDC source , is it a short ? or something wrong with the arduino card ?

Photos of the wiring will be useful. A wiring diagram as well; photo of handdrawn is preferred over sloppy Fritzing.

the cncjs is showing ok but physically the motor is not working

You appear to be resting your Arduino UNO on the metal case of your power supply. Doesn't that cause a bunch of short-circuits? Put an insulator under your Arduino.
it's already there , the white foam pad just below arduino
Without the shield connected, what is the voltage at the power supply and what amperage can the power supply provide?
