Avrdude and Arduino IDE

Good Day to all
I have the latest version of Arduino IDE on my laptop , I wish to use Avrdude which is if I am correct a directory within Arduino IDE.
When I open the Arduino IDE directory using windows command prompt the Avrdude directory is not in Arduino IDE

Do I have to download Avrdude and extract it and merge it with Arduino IDE library

On my Windows 10 PC avrdude.exe is in C:\Program Files (x86)\Arduino\hardware\tools\avr\bin\avrdude.exe
