What glue should be used to stick down a bodge (blue) wire so the wire stays close to the board? More specifically, what glue will adhere to solder mask?

Agreed. Hot Glue, or "Hot Snot" as Dave Jones calls it, is the best thing. Just a small blob will do.

In production assembly, I have seen super glue is used.
Given ANY choice at all I would use Hot Glue or "Hot Snot" before I would consider any other adhesives. In my production experience I used it to "Tie Down" cables and wires and a lot of other things that aren't heat sensitive. The Major risk is burns as we all know how "hot snot' sticks to anything including fingers. Alpha Cyanoacrylate (crazy glue) is a real nuisance as it is toxic and EXTREMELY EASY to either misuse or control and the common thinner, acetone is worse because of fire/explosion risks as well as it's effects on other plastics... not to mention of course that it is toxic to most any body part and just plain bad news. IMO

Having cut myself many times over the years with my x-acto knife... I keep it handy.

Pfff... wuss... I just use whatever tape I have handy at the time - masking tape, selotape, insulating tape, duct tape...
get some of that in your eyes or on your mucous membranes and you will think again about toxic... accidental ingestion is another "Sticky Subject"... Pun Intended... Super glue is ok at home if treated with the respect it deserves and ok industrially IF there is an area devoted to it's use... But there is nothing like Hot Glue ... And Shrink Tubing Too.

And for a not so permanent solution, how about putting a dab of rubber cement on the wire? It will stick well after curing and it is always easy to remove if you want to.
Crazy glue is bad news when heated/burned off. Releases cyanide gas. Otherwise is not bad, we use it all the time to glue wires down on fencing blades.
Re: Hot Melt glue - which is being talked about here? The common "home low-temp hot glue" or the slightly less common, "high temp industrial hot glue"? From what I understand, the latter is much stronger (but of course, burns can be a real issue with it)...

When cyanoacrylate glue cures it gives off small amounts of hydrogen cyanide gas - this is very toxic and even a few ppm will make your eyes water and nose tingle. Its use in wounds possibly takes advantage of this as bacteria will be exposed to HCN. Use of large amounts in a confined space is not advised.
