I updated the last IDE ,work on ESP32
whatever I vegin in the program seemed to be missed on the monitor [and the messages shows garbage ] window 10 working example ....
Your title says "can't set the monitor to 9600 baud.
This would be strange if you can't.
As a workaround simply in your code use a baudrate that can be set in the serial monitor.
For analysing what is wrong please post a screenshot of your arduino-IDE where you try to set baudrate to 9600.
