I have a really quick question, if I have a Li-Po battery plugged into the board through the PHR-2 port, when I connect a power bank to the USB port will it charge my battery?

Some more information would help. No idea what the PHR-2 port is. Post some links to the hardware and a simple block diagram showing how this goes together.
