I am building a project that requires precise location data (< 2 meters). I am thinking that the best way to do this would be by using GPS, but I would like it to be less than 15 USD. Any ideas for GPS module that could accomplish this? Is there a better way to do this than GPS? If there are no cheap options, what is a module that I could use?

Unfortunately, that is the very best that standard GPS modules can do when outdoors, with a clear view of the sky and lots of satellites visible.
Under less than ideal conditions errors of up to 50 m are common, if the module manages to get a fix. If not, the module informs you that no valid position estimate is possible.
You will most likely need to pay for extra services to achieve that precision.
If GPS isn't good is there a better way to get location data? (Doesn't need to be latitude and longitude coordinates)
Professional surveying from landmarks works extremely well, but for a hobbyist, GPS is the best you can do out of doors.
For centimeter accuracy, invest in an RTK-GPS setup, and expect to pay for the correction service.
