If your router has a Female Type-A USB port you can connect your Arduino UNO to you router with a USB cable. It won't DO anything but you can connect them. Perhaps the router will provide power to the Arduino.
Yes, you can. I use Mikrotik routers, and here is the thread on the Mikrotik site. I can login to the router using a special login user and connect to the Arduino serial I/O like telnet.
