Connectio problem with ESP32 Devkit C V2 from Espressif

Dear Forum Moderators,
I am using ESP32 Dev Kit C V2 (Board name: ESP32 Dev. Module) from Espressif under Arduino IDE.

Before I write down details of my Problems let me politely ask:
Can I raise a technical question about this board - which is not an Arduino board- here in this forum?
