The idea is to put it on small airfields is a project to donate. Here in Latin America, infrastructure is poor and there is not much budget. You have to engineer systems. Obviously this system would only be used for vhf flights on small airfields that are very important for medical flights
Surely must be as you can speak over it? As long as you whistle in the speech band. IIRC middle-C is 440Hz.
I understand from what it tells me how long the beep is. Usually when you play the radio ptt and release it lasts 2 seconds on average

If not, then get the hardware out and experiment.
Forget your code for the moment, and write simple to code to see if you can detect the PPT as you desire.
