Look carefully at the fritzing. See the channel that runs through the center of the breadboard? The switches must straddle that channel. You will need to rotate the switches 90 degrees to make them fit across the channel. The way that you have them they are shorted. And make sure that the connection to the switches is diagonal across the switch as shown in the fritz.
