I made a custom PCB with an atmega32u4 and was trying to code it on the IDE for win11 but unfortunately the device is not showing up. I tried unplugging and replunging it but the board still would not show up. I tried to switch the USB port, cable, and i checked device manager but i still didn't see it. Any tips?
There's a LOT that can go wrong with a custom board, but is the ATmega chip programmed with the bootloader?
In the absence of any actual information (schematic, pictures of actual wiring and hardware, which bootloader, etc. etc.), no, no tips I'm afraid.

Dropout voltage of a 78L05 is something like 6.7V? Are you expecting that much voltage from your USB connection?
No caps on either of your regulators?
How did you load your bootloader?
Which bootloader did you use?
How are the 32u4 fuses programmed?

yea, its 12v- ~5v
