No LED here, maybe it's a SMD soldering defect:
I don't know, if it should always have that LED you could ask for a replacement but if you pulled it off I suspect you voided the warranty. In this case, just find a small blue LED and solder it there.

Is there anyone who got Arduino Opta and LED_USER lights up?
As it looks like the LED is intentionally missing, I googled a bit. If you open the Opta tutorial, you'll read this:
LED_USER: LED above the user button (only available on the Opta™ with connectivity features)
I don't know if Opta comes in different versions and why that LED should miss on some (it can't be a matter of costs...), but I now must think your Opta doesn't have those "connectivity features". Check it out.
EDIT: if it was just hardware that's missing, you could solder a resistor and LED, if you're able to do so without damaging the board (I won't be considered responsible for any damage, anyway, do it at your own risk )

In the documentation, the reference diagram for the opta lite version clearly indicate the user_led.
So to me this is a defect.

For further clarification: LED_USER can only be operated with Arduino Opta WiFi (AFX00002).
The pinouts for the other versions will be updated to avoid confusions.
