Which version of the IDE and PC Operating System are you using and how are you "downloading" the ESP32 "library" ?
What exactly are you doing when the error occurs ?

And first i Go to Prefrences and i put the link: https://espressif.github.io/arduino-esp32/package_esp32_index.json and i go to boards and i go to boards manager and i search esp32 by espressif systems and when i download it it gave me the error

That is strange. The latest version is 3.1.3 (not behind a PC to verify).

As mentioned (and now confirmed), this is the latest that you can select
So I suspect that you have more entries for the additional board URL, not only https://espressif.github.io/arduino-esp32/package_esp32_index.json.
Can you post the content of the file C:\Users\yourUsername\.arduinoIDE\arduino-cli.yaml? Please don't forget to use code tags (the <CODE/> button in the composer window of the forum).

You can google a bit: tls: bad record MAC and see if something applies to your problem. It seems to relate to networking issues.
If your computer is a laptop, you can maybe take it to another location with internet access and install the board package there.
so i cant find anithing about it im om a computer i have full signal do i have to download something

You are trying to install a board package. You don't need to have a board connected to install a board package but it also does not hurt; leave it as it has no relationship with your problem.
