ESP8266 Timed out waiting for packet header

Hey so I'm a noob and am trying to connect my Arduino Uno to my wifi with an ESP8266 ESP-01S (I've attached to pinout below)
I've downloaded the ESP8266 board for the IDE and have connected the ESP to my Arduino board as:

VCC - 3.3V
CH_EN - 3.3V
RX - TX
TX - RX
GND - GND

Here is my code:
