Getting different voltage output from 5V and digital pin

There seems a lot of confusion in this post.

Looking at the spec for the laser I'd guess it incorporates electronics to provide the conditions needed by the laser diode, so all that is needed is a supply voltage in the range 2.8V-5.5V that is able to supply up to 350mA depending on which version you get.

That makes no sense. However a digital pin as has been said will not provide the current the laser requires.

Simply - no you cant. How are you powering the arduino?

Provide a schematic or we are all playing guessing games.
