Help identify CPU AC19AP22917-1A4

I need power supply voltage for this CPU....

Is this a dashcam by any chance? 'Apeman C450'?

I suspect the Vcc is 3.3V given that the device apparently runs off of a 3.7V battery.

If you want to figure out the supply voltage, it makes more sense to include some photos of the power supply section. I suspect it's to the right of the area you have posted above.

3 power supplies are formed on the board: 1.2V, 3.3V and another 1 is unknown, because the feedback resistors have changed their resistance.
It is this 3rd voltage that must be known.
Better tell me who the manufacturer is...

I'm sorry, I can't help you. Looks like that board is missing several components, especially the buck regulators and associated resistors that would help determining their output voltage.

Your guess of 1.8V is sensible; it's a common logic voltage.

You could try feeding the controller with voltages starting at 1.2V, increasing 0.2V at a time, until it hopefully comes alive. Don't go over 3.3V. You'll have to cut off power before increasing it as the controller will likely halt/lock up when run on too low a voltage.

Trace the circuitry on the board to determine there aren't any conflicts between the stepped power supply approach and the other voltages on the board. Heed in particular the direction any clamping diodes on controller inputs that may be present.

But change the voltage in steps of 0.1 V.
