You get there by
- Entering at least 5 topics
- Reading at least 30 posts
- Spend a total of 10 minutes reading posts
so you should be able to be level one pretty quickly

What kind of counter are you building?
Do you mean kaizen project like multiple levels of employees working together toward a common goal?

Not all encoders are the same, especially their output configuration.
