You did not indicate any experience with Arduino so my first suggestion before spending money is get a copy of the Arduino Cookbook and skim it cover to cover. As you find sketches you like get the part and build them. I always get extra in case I damage something.

I did that once by mistake.

That is a great idea for beginners. It could be taken one step farther and do it through a ribbon cable that will plug in where the processor goes. Great for Nano but not so good for UNO.
I have made test boards, the one used the most is the I2C tester. It is based on a Nano and checks for pull up resistors etc and also scans. It has a 4 wire connector that supplies 5V power, SCL and SDA so I just cable to whatever I want to test.
