How can I close the library manager?
Yes, sometimes the library manager sticks open and will not toggle off.
I think I’ve opened another window and tried toggling it on and off there. Other times I closed and reopened.
You don't mention how you try to close it. Have you tried <ctrl><shift>I? That would toggle the library manager open/close.

I normally use the mouse and select Tools/ManageLibraries to try to toggle it on or off, but sometimes that has no effect. Especially if I left the window open for a while and worked on other things. In that case, the library panel remains stuck.
It is intermittent, and I have not discovered a repeatable way to trigger it.

That's because there was no visual clue. The menu option to open the window, which shows the ctrl-shift-i short-cut, doesn't state that it's a toggle.
I later found that the third button on the left, which looks like a book-shelf, is a toggle.
