you are going to have to Know three things:

  • The Wave length (in time, ms or us)
  • The start time of the First wave (positive going zero crossing)
  • The relative start time of the Second wave (positive going zero crossing)

And both waves must have the same Wave Length.

the phase shift in degrees is equal to (Relative_Start_time/ Wave_Length)*360.
