I had to reinstall IDE 2.1.1 and when the program started, the initial setup file was beginning to download. After some time the download stopped and I waited one hour to get it restarted. That did not happen. I removed the program and started a new installation of the program. When starting up the program again, it started with continued downloading from the same point as last time. This time I let i run for several hours without any luck of continuing downloading. So what can I do to get the download continue?

I had to reinstall windows because something had gone wrong with my usual user.

After this IDE 2.1.1 did not function so I reinstalled it on the machine with a new user profile

When this time installing the software, everything looked ok, but when starting the IDE, it did not finish. It looked like it waited for a download from Arduino.

I tried several restarts of the IDE and looked for som help. There I found some help telling how to start logging of IDE. This was done and then I discovered that the software where referencing also my old user profile together with the new one. I looked in two files, one in .arduinoIDE arduino-cli.yaml, the other in, for me Arduino15 in (User)\AppData\Local. In both files I changed the user from the old to the new user.
After this everything worked.
