IDE 2.3.2 unable to install boards/librarys on debian linux

I'm trying to install boards using the board manager however, I keep running into this error:

Downloading packages
arduino:arduinoOTA@1.3.0
Failed to install platform: 'arduino:avr:1.8.6'.
Error: 2 UNKNOWN: Get "https://downloads.arduino.cc/tools/arduinoOTA-1.3.0-linux_amd64.tar.bz2": dial tcp [2606:4700::6812:b15]:443: connect: network is unreachable

I can access this URL from Firefox, wget, and curl just fine. This happens in both the appimage, Zip file, and the flatpak.

Are you in a company network? If yes, talk to the IT depeartment.

That sounds like it could be a permission problem. I have never experienced it so this is just a SWAG. Try with the prefix "sudo".

No, I am on my own network.

I have tryed this, however, all I get is a gray screen.
