I have encountered this problem myself, and there have been a couple other reports of it as well:

I had an IDE update from 2.3.3 to 2.3.4 and at the same time libraries wanted an update. I agreed to the IDE update, IDE restarted and then 2 libraries update processes came at the same time and wanted to start. ??? Of course they interfered with each other. Waiting did not help. I closed the IDE and then the libraries were installed. I experience this very often that suddenly a window opens twice at the same time for an update of the libraries. You can't seem to get a handle on it.
FYI, I'm currently using Arduino IDE 2.3.4.

It has already installed FastLED@3.9.7 a number of times, but it seems like the system is getting hung up and not completing. While all of this is going on, if I open the Library Manager, there is nothing there: I suspect it must wipe …
However, in the other reports, the problem is specific to the "UPDATE ALL" button and doesn't occur when the libraries are updated individually. So at least we had a workaround for the bug.
