I am required to use the IDE in areas where there is no or very poor internet connection, will I be able to use this version off-line ?

Normal usage will work just fine without an Internet connection. However, there is a requirement for the Arduino IDE 2.x to have Internet access during the first start after fresh installation on a computer because it downloads and installs some additional resources at that time.
There are some optional capabilities which do require access to the Internet in order to be used, and so won't be usable without an Internet connection:
- Installing or updating libraries via Library Manager
- Installing or updating boards platforms via Boards Manager
- Adding SSL root certificates to the Wi-Fi radio module on boards like the Nano 33 IoT
- Updating the Wi-Fi radio module firmware on boards like the Nano 33 IoT
- Downloading or uploading sketches to your Arduino Web Editor sketchbook
