IDE Download says MacOS 10.14 Required, when run it says 10.15 required

The download for the latest IDE says MacOS 10.14 required, which I have. But when I try to run it I get a system error saying "MacOS 10.15 required to run this software".

Assuming I'm stuck here, where can I find the most recent IDE that actually runs on MacOS 10.14?
