IDE hangs on startup: "attempt was made to access a socket in a way forbidden"

Hi,
Ok, so I got the seemingly common hang at startup. The blue screen was 'Video synchronisation' or such - am not worried about that, would just like to get it to open. Got the log from powershell, and it seems files are missing. Have tried reinstalling/rebooting, but nothing helps get past the hang.

This problem might be caused by your firewall or some other network security system (e.g., proxy or VPN) interfering with Arduino IDE's ability to access the Internet.

Are you aware of anything special about the configuration of the network you connect to the Internet through that might interfere with Arduino IDE's access to the Internet?

Thanks for that! I feel a bit stupid as I had the vpn locked. After allowing network access it opened fine. Not sure what the blue screen was about, but hopefully will not get any more.

On edit - notice that when I open the IDE with network off, it comes with warning messages. Maybe it would be good to get those at first install.

There is currently no communication to the user in this situation. This is a change from Arduino IDE 1.x, which is in a fully functional state from the start with no hard dependency on an Internet connection (though obviously Library/Boards Manager can't be used). ### To reproduce 1. Quit the IDE if it is running. 1.
