IR Codes

Hi,
I planned to control all my IR devices via Arduino, however, it seems IR codes aren't as easy as I thought they would be.
For starters I decided to try controlling my TV, LG was so nice to include all IR codes in the manual.
Now I have this table and no idea what to do with it. The table for example says "08 (HEX) -> Power".
However, I highly doubt that simply sending "1000" would work. After all, this would end up with a single "on" of the IR diode.
Could someone tell me what I'm supposed to do with this HEX codes?
(I don't have a sensor yet to check what the remote is actually sending, I simply took the diode out of an old remote and connected it to my arduino uno)

I used codes from LIRC (http://lirc.sourceforge.net/remotes/lg/42H3000) as it was mentioned somewhere while googling which protocol to use.
Now this produces a different question. What the hell is this 08 (Hex) in the table of my manual?
The code I used is 0x20df10ef (pre_data + power), I can't manage to find "08" anywhere in there. What was it that the manual creators had in mind when they created the table?
