That black ir led that supposed to send your signal. Do you have specs for it? Is it working?
You can check that with cell phone camera when it transmits.
Yes I know black led is transmitter. But as I said when I check cellphone camera, it is not lighting.

Post everything you know about that led and your circuit to drive it.
I connected the positive (long) lead to Arduino's D3 pin with a resistor, and the GND lead to Arduino's GND pin.
So you don't know anything about that led (except color) ?

Finally, I needed to ask only ten times.
So while watching it with cell phone camera, disconnect from pin D3 and connect that positive wire to arduino 5V pin.
There was no change. But if I remove the D3 pin, who will send the data to the LED?
Just to test. If it's not lighting with solid 5V, it's not gonna light with sending code either.
So you have 5V >> 220ohm resistor >> (long leg) led >> GND ?
And it's not illuminating purple under cell phone camera?

The purple cable is connected to pin 6 (short) and there is a resistor in between. The other end is connected to pin D3 on the Arduino.

The gray cable is on pin 7 (long). It is also connected to gnd (-)

ps. did you buy some ir led kit with both transparent and black leds??
