Has anyone ever heard of a device that works like a regular mechanical timer, but instead of an On/Off capability, it switches power between 2 channels, A-B respectively.
The Arduino can read buttons and activate relays. It has all sorts of timing possibilities in the code. So yes, I think it can be done.
It seems a bit boring. Can you add a temperature sensor and a display to make it more fun ?

That's called a SPST switch. It's probably the most common type of switch manufactured. Most applications only need on or off so they'll simply leave one pole not connected to anything.
