have YOU used other CAN bus sheild (the SEED or sparkfun one for example) with other arduinos? did they work.
I personally worked with those and their libraries are OK.
if you did, you could always try to hook up this shield to another arduino and see if it works. (looking at this shield its basically a condensed version of the SEED/Sparkfun ones)
I suspect the problem is more likely software... but since you posted no code...

find attached transmit and receive code along with a wiring diagram. I suspect a problem on the transmit side as there is no change in voltage on the network between network standing and network active.

I donno the board, so I'm asking you this:
I assume you know that a CAN network 60ohm impedance; so, in the wiring you posted, is there 60ohms between the CAN_HI and CAN_LO wires when no power is feeding the circuit?
The answer comes a little late but maybe it will help one or the other in the future:
The Arduino MKR CAN Shield has an error on the bottom silk screen. CANL and CANH are labelled reversed! :o It took me some time to figure that out.
(You can easily compare the upper side silk screen "H" and "L" with the bottom "CANH" and "CANL".)
