Did you solder the headers onto the Nano board?
If not, that is your whole problem!
no I did not, and as you suggest, upon taking it out of the terminal board and measuring I am getting 3.25V
You are not the first one who has tried just poking the headers though the holes. Most of the time the header pins go right through and never make contact with the board.
You must solder the headers in
