The Arduino company do not make an I2C simulator.

Been at this game 50 years and never needed a simulator, if you are doing to do some hardware debuging you just need a scope or a good scope with I2C analysis on it or a logic analyser.

There is no Arduino simulator produced by Arduino.cc, any simulators there are are made by third parties and have varying degrees of fidelity.

You need a real device to test before customer delivery, not a simulator. What kind of device you are trying to communicate via I2C from Arduino?
