I want to power arduino uno for my project using a 12v 2A Dc adapter
But I am not having the barrel jack (probably cutted out)
Should I connect the + and - terminals to the arduino Vin and GND

Don't connect anything to the 5 volt pin. It will burn down the little 5 volt converter that will not have any capacity to deliver current to external devices.
Those look like 230V AC mains wires.
What are you doing?
Assuming Uno R3.
The DC socket is safer, because it has a reverse voltage protection diode before it reaches the V-in pin. But if you're careful, then you can use the V-in pin.
Note that with a 12volt supply you can't draw more than 100mA total from the Uno.
If you do, then you will fry the 5volt regulator.
Much easier/safer to power the Uno with a 5volt cellphone charger via the USB socket.

That image looks like mains AC cable. Are you sure you know what you are doing and you will be safe?
EDIT: sorry @jim-p I was so concerned, I replied without reading the later posts.
It is not 230V cable.
It is 12V DC Adapter, but the barrel jack is cutted out.
Why does it look like AC cable? DC cable would have only 2 wires, probably red and black. AC mains cable has 3 wires: live=brown, neutral=blue, earth=green/yellow.
Do you know which is the positive(+) and which is the negative(-)

Then just connect the negative to GND and the positive to Vin
