Hi, ive designed power supply schematic, so i can delay when all pcb powers down.
When EN_FROM_MCU and +12_EN is 0 volts, TO_PS_EN is 12v, why it lets 12v through?

add pull up resistors to base of Q14 and Q13
Leakage current in Q15 and Q16 gets amplified by Q13 and Q14.
Doing as kolaha suggests will stop Q13 or Q16 conducting for such small base currents.
I would suggest a value of 10kΩ.
