Problem connecting Arduino Uno to Windows computer

I have downloaded the support files, read the READ-ME text file and followed the directions. I have connected the Arduino UNO R3 to my computer via a USB cable. I have removed the jumpers from J16 on the PCB. On the Arudino unit I am seeing a solid green light and a blinking yellow light. When I open the walk.ino in the Arduino programming environment, I get the following message:

How do you want to open this type of file (.ino)? Look for an app in the app store.

Can you help me????

That's odd, I've seen something like that on the iPad but not the Windows PC.

It's not the only concern; we have no idea to what ".ino" file you are referring or why and many other apparently random comments, but what is this "J16" and what would posses you to want to remove jumpers from it?
