Reset removing ICSP header from board

Hi guys,

I have a strange issue that i've noticed - if I remove the ICSP dongle from the ICSP header after programming on the bench, the device will reset for some reason (it is random, sometimes it will, other times it won't but usually it will). I believe this may be due to static electricity or something.

I've designed the reset line as close to the Arduino's design as possible.
Any ideas or suggestions I should start looking at?

Don’t plug in or unplug cables while your project is powered.

For programming, there is no reason to bring Vcc to the ISP header.
