resistance input to translated resistance output?

Hello, I'm looking for help with a project...

What I'm looking to do it take a resistance input (via a potentiometer) and translate that measurement into a new value of resistance. Can this be done with arduino?

To use a specific example, I need a specific range of resistance to be fed into an xbox controller, but with what I'm using I get a different range. I basically need an intermediary circuit to communicate between one side and the other, one side being a steering wheel and footpedal setup and the other side being the controller.

I'm fluent with programming but I haven't yet gotten into arduino.
