is there an "easy" way to publish dashboards on a web page that we can have accessible to anyone ?
Or should we go API REST etc ?

As of now, you can only share dashboard with other Arduino Cloud users and they need to access the Arduino IoT Cloud.
If you want to implement that, one option is the one you are describing, you can ask for the historical data of a device using the API and use it in your own dashboard.
Anyway, that sounds like an interesting feature that we will take in mind for future improvements.
