Throw away all resistors and capacitors from your circuit and use the code and cabling I posted in reply #12!
Seconded - a low-pass filter into an interrupt input is risking multiple interrupts.
Logic transistions should be fast, ie in a few tens of nanoseconds, a low pass filter is for
analog signals, not digital.
