IDE 1.x is no longer in active development and does not support all Nano board features. In particular, the bootloader update of the Nano ESP32 is known not to work. 
Please try the bootloader update process with a recent IDE (2.3.3 is out) and the latest core (there's a newer version available!) and let us know.
