I'm about out of advice, sorry. I've not used Nixie tubes or the 74141 so have no direct experience, I was advising based on general electronics' knowledge. It may well be the case that the inherent voltage drop across a Nixie tube means it is OK to use a 60V driver with an 180V supply. I don't know, I might be wrong, it just didn't look right to me. I hope someone else will comment and teach both of us something.
Chips that get hot when only power is connected can be assumed to be faulty, or the power is not connected correctly or they are heaters(!).
