You might attract the interest of someone with expertise in that particular area.

That is probably a windoz driver problem or a cable problem. Can you check the UNO and cable on another machine? If so that will narrow down the problem. Try a different cable, some are for charging only and will not work. I am assuming there is nothing currently connected to the UNO other then the USB cable.

Have you tried a later IDE version? I'm using V 1 8 5 with Win 10.
