Technology exists to measure the thickness of paint on a car

Also the thickness of a plate of steel

It depends on the surface and the underlying material.
You'd first have to define what the "surface" is, and what the underlying material is. Only when you have those two defined you can start to think of how to measure the thickness.

er, uh, the thickness of any surface is zero in any units... surfaces don't have thicknesses, layers have the property of thickness.
