So I want to build a barking/howling deterrent for my dog while he is in his cage and we are at work. My idea was to use a sound sensor that would activate a motor to vibrate the cage. The wiring bits I am ok with, it is the programming. I am getting quite frustrated trying to analyze other programs and work them into my own with no success. If someone has done something similar to this I would greatly appreciate your assistance. I would like to make a variant that uses a buzzer as well. Thank you in advance.

Try a 20KHz tone into a good speaker to see if the pup stops barking.
If she/he stops, this might be the way you want to go using an Arduino.

The dog is bored. You would probably do the same if you were locked in a cage.

Yeah, no.
Dogs are intelligent animals and require a pack/companionship and at least freedom.
Locking a roaming, predatory pack animal in a cage will cause all sorts of behaviours you "do not like".
We leave a small TV on in our lounge and a radio on in another room for our dog when we all have to be out.
I know Pavlov type training will condition the dog...more like say if it does not bark for x minutes, a treat is produced. A green light signals "OK".
If it barks/loud noise, then a red light appears over the bowl and no treat is dispensed, the red light stays on for say 30 seconds and a buzzer sounds so the dog knows no treat is dispensed.
Start with say 1 small treat per 3 minutes (SMALL TREAT!) and add 30 seconds on each day.
Check the amount that is being dispensed. There is always a weening/learning time. Could be hours, days or even weeks. So check it is actually reducing the amount of loud noise triggers.
The carrot is usually better than the stick IMHO.
