Pictures of wiring are usually worthless. But once in a while actually show what is needed to solve the problem. Like split power supply rails on a solderless breadboard.

Pushed it beyond the capacity of duct tape.

The power supply still worked, it a was over specified and built, the only reason they thought some thing was wrong was the smell from the equipment cabinet.
The other capacitor was till hanging in and providing the filtering required.

How long had there been a smell?
Don't know, their cabinets are pretty well sealed due to being on a food manufacturing line.
You will note the blue plastic cover pushed very high, it was squashed originally, the cover screen on the case stopped the expanding cap from going any higher.
Lots of Iso to clean it, very sticky.
