Unable to locate avrdude.conf from Arduino2.0 and above

I'm trying to program Atmega328 PU and for that matter I need to change fuse bits inside avrdude.conf but after update of Arduino 2.0 I'm unable to locate it!!!

when you compile upload in the IDE 2.x in verbose mode you should see something like

avrdude: Version 6.3-20190619
         Copyright (c) 2000-2005 Brian Dean, http://www.bdmicro.com/
         Copyright (c) 2007-2014 Joerg Wunsch

         System wide configuration file is "/Users/jml/Library/Arduino15/packages/arduino/tools/avrdude/6.3.0-arduino17/etc/avrdude.conf"
         User configuration file is "/Users/jml/.avrduderc"
         User configuration file does not exist or is not a regular file, skipping

➜ so on my Mac it would be
/Users/jml/Library/Arduino15/packages/arduino/tools/avrdude/6.3.0-arduino17/etc/avrdude.conf

(which is the same for both IDE I think)
